【環資報導】「種百萬棵樹」減碳跳票 林口電廠改以路燈相抵

2008年台電林口電廠提出更新2座燃煤機組計畫的環評，由於更新後林口電廠總計3座機組的二氧化碳排放量，從每年4百萬噸爆增到1千3百萬噸，增加約9百萬噸，當時面對民間的不滿與抗爭，台電提出以「1千公頃種1百萬顆樹抵碳」補償而獲通過。

找不到地方種？ 1百萬棵樹變7.9萬盞LED路燈

雖然這是環評法實施以來規模最龐大的種樹抵碳承諾，但當時的審查中，並無討論出明確的詳細種樹計畫，如今台電與新北市政府卻表示在新北市已找不到地方種樹，而提出環差，改為種863棵樹與79,371盞LED路燈等節能燈具代替。

說好的1百萬棵樹如今變成863棵，連千分之一都不到，對於LED路燈與樹木的減碳能力如何相比、新北市幅員廣大怎可能已無空間種樹，都遭環評小組質疑，要求雙方繼續進行協商，訂出計畫與時程，並釐清節能燈具與種樹的效益差別，此案將續審...（賴品瑀／台北訊）
