（中央社布魯塞爾29日綜合外電報導）歐洲聯盟今天終於同意對俄羅斯實施廣泛經濟制裁，範圍涵蓋敏感科技與多種產業，希望藉此迫使俄國扭轉對烏克蘭的政策。美國隨後表示將跟進，正研擬懲俄的新措施。

目前歐盟的制裁措施只限於對俄國個人和企業或機構凍結資產和拒發簽證，新的措施將更進一步，對俄國的金融、國防與能源業設限，讓俄國得要為持續干預行動和支持烏克蘭的親俄叛軍付出更大代價。

歐盟28國大使在布魯塞爾會談近一天後，一位官員說：「對經濟制裁方案已達成政治協議。」

美國國務卿凱瑞（John Kerry）隨後告訴記者：「我們正在準備加強制裁。」但他又說，俄羅斯總統蒲亭（Vladimir Putin）「仍可以選擇運用對（烏克蘭）分離主義分子的影響力」。

美國、德國、法國、英國和義大利5國領導人昨天曾通話，同意有必要立即對俄羅斯施加新制裁，阻止俄國繼續提供烏克蘭分離主義人士武器，及破壞烏國穩定。

白宮表示，5位領導人「同意，俄國仍持續輸入武器、設備和派遣戰士至烏克蘭東部，因此對俄祭出協同制裁非常重要」，必須祭出新制裁「施壓俄國停止破壞烏克蘭穩定行動，並轉而選擇外交途徑解決危機」。

不過，制裁措施可能打擊歐盟自身疲弱經濟，尤其當俄國依樣端出報復。歐盟外交官表示，「俄國顯然可能採取報復」。

莫斯科昨天宣布禁止進口烏克蘭加工蔬果，並警告，可能對歐盟採取類似措施。(中央社)
