包括太陽花學運總指揮林飛帆、陳為廷、黃國昌、魏揚等七名核心成員，今(21)日下午在律師團的陪同下，主動到台北地檢署說明，並且在北檢門口公開宣讀聲明。

魏揚首先代表宣讀聲明，強調麵對台灣民主空前危機，決定挺身而出，也會承擔法律責任，魏揚強調，「這場運動始於服貿協議的黑箱審查過程，反映出馬政府的專政獨裁，行政權獨大、立法權失靈，與主流民意相對立。」

魏揚表示，今天主動選擇到案說明，是為了彰顯勇敢承擔和坦蕩面對。學生強調，當權者沒有勇氣回應運動的訴求，「我們沒有錯！」

學生強調，馬英九才是這一切行動的首謀，歷史也會記下人民行動的這一刻，臺灣正在決定自己的命運，「終究，我們都會是勇敢的台灣人！」
