欣雄管線破漏甲烷外洩　高市環保局罰1百萬

欣雄瓦斯公司11日晚間因管線破漏，導致甲烷不斷外洩，環保局人員測得濃度從1000PPM一路飆到50000PPM，且修繕近20小時都沒改善，市府環保局依空污法開罰一百萬元。

高雄市鳥松區中正路11日晚間7時多，測得甲烷濃度5000PPM，警消人員不敢大意，緊急封路處理，之後更測到50000PPM的甲烷濃度，最後查出造成外洩的是欣雄瓦斯公司。

環保局長陳金德12日表示，原本是要進行李長榮管現吹驅作業，但環保局人員意外偵測到甲烷濃度高達爆炸下限的96%到98%，約10000ppm。

陳金德說，雖然不像丙烯會立即爆炸，但因洩漏的甲烷濃度相當高，還是非常危險，且欣雄一直未改善，可見不把相關瓦斯業者，不把瓦斯外洩會造成公共安全危害當一回事，所以決定引用引用《空污法》條31條第1項第4款，輸送揮發有機物質導致惡臭異味，裁罰欣雄1百萬，限期24 小時改善，如果24小時之後仍有異味就續罰。
